Aboveground storage tanks facilities with aboveground storage tanks asts holding oils of any kind may be subject to u s. Aboveground storage tank program. Aboveground storage tank regulations define a bulk storage container as any container having a capacity of 55 gallons or more and can be aboveground partially buried bunkered or totally buried. Tank facilities with 10 000 gallons or more of total aboveground petroleum storage capacity are inspected at least once every three years by an upa and have reporting and fee requirements while tank facilities with an aboveground petroleum storage capacity of less than 10 000 gallons have reporting and fee requirements.

The spcc regulation does not specifically use the term ast but rather includes asts under the term bulk storage container. Epa s spill prevention control and countermeasure spcc regulation 40 cfr part 112. Sufficient space shall be provided between stationary storage tanks to permit access for fire fighting. Bunkered tanks are considered asts under 40 cfr 112.

Tanks exceeding 1 200 gallon capacity shall be so installed that the bottom outside surface of the tank is at least 12 inches above ground level. This space shall not be less than 5 feet for tanks over 1 200 gallon capacity.
